Sun Coast Section AICP CM Boot Camp

The Sun Coast Section's CM Boot Camp has been designed to provide a full day of educational topics that will appeal to a wide variety of planners.  The first session of this multi-part event will touch on the Automated Vehicles Institute, which was recently launched at the Center for Urban Transportation Research (CUTR) at the University of South Florida. Planners will learn about the research CUTR is conducting on the effect of automated vehicles on land use and transit, and on planning and policy considerations of automated vehicles. Participants will also learn about the work CUTR is doing to test automated vehicle technologies in partnership with the Tampa Hillsborough Expressway Authority. This session will be led by Dr. Steve Polzin, PE and Ms. Kristine Williams, AICP. 


The second session will cover technological innovations in public engagement and participation, and ways of utilizing these technologies to address changing demographics within our communities. Led by Mr. James Ratliff, AICP and Ms. Jennifer Willman, AICP, this interactive session will showcase one new public outreach technology, and will include discussion of other technologies as well as past experiences and lessons learned in leveraging them to the benefit of various plans and projects.  Discussion will include reviewing how differences in age, ethnicity and geography can and should be considered when engaging the public.  A smartphone with internet access or non-smartphone with text message capability is needed to fully participate in the interactive demonstration portion of this session.


The third session of this event will cover the topics of ethics in planning.  The format for this session will be a panel discussion, centered on the 2013-14 Ethics Case of the Year.  This highly interactive discussion will utilize six scenarios to encourage thought and discussion, centering on how they might apply to situations which participants might face during their work as planners.  This session will be led by a panel of highly respected planners, including Ms. Mary Kay Peck, FAICP, Ms. Lorraine Duffy-Suarez, AICP, Mr. Raymond Chiaramonte, AICP, and Mr. Michael Delk, AICP. 


The fourth session will review legislation and legal issues facing planners.  Mr. Ronald Weaver, Esq. will cover a variety of topics relating to existing and recently enacted Florida planning law, including the Community Planning Act, administrative challenges to comprehensive plans and plan amendments, changes in legislation governing the Development of Regional Impact planning process, the Bert J. Harris Private Property Rights Protection Act, taking and exactions, and environmental regulation.  Changes from the 2013 legislative session regarding development permits and transportation concurrency will also be reviewed.  Bills likely to be discussed include HB 979 (2012), HB 7207 (2011), HB 7019 (2013), and HB 319 (2013), as well as recent Bert Harris Act cases including Town of Ponce Inlet v Pacetta, LLC 120 So.3d 27 (Fla. 5th DCA 2013) and Wendler v. City of St. Augustine, 108 So.3d 1141 (Fla. 5th DCA 2013).


The fifth and final session will explore how innovative partnerships and creative facilitation can build trust that builds projects.  Ms. Ashly Anderson, LEED AP, MUCD, Mr. Adam Fritz, M.Arch., Mr. Evan Johnson, AICP, LEED AP, and Ms. Taryn Sabia, Ed.M., M.Arch., MUCD, will lead this combination lecture and demonstration session which focuses on working with non-profit partners and how creative public facilitation and public outreach can enrich the planning and design process.  The session will explore topics such as developing an audience, a facilitator’s roles in the community, keys to successful working partnerships, and engagement methodologies.  Creative approaches to public dialogue/forums, social media, and design charrettes will be presented through case studies and will include discussion on best practices and lessons learned.
